    Because, in many organizations, getting a P.O. through Purchasing is a bit of a pain, and it's *so* much nicer if you have to do it only once a year. Many vendors will give customers a price break on annual payments, too, because A) annual processing entails 1/12 the administrative effort, and B) the vendor gets the float on the advance-payment money.
