Could the domain owner model be extended to cover this case? If I was the owner of foo+whatever@example.com, if the address was "normalized" to whatever@example.com+foo and I could prove ownership of foo@example.com (and thus the pseudo-domain example.com+foo) I would be able to search all other normalized addresses in this pseudo-domain. Sorry if this is an old idea or if this suggestion should be raised somewhere else.
